The State works to organize the State's administrative apparatus and public services through the Council of Planning. The State Audit Bureau carries out pre-audit inspections for government project tenders, ensures the implementation of the projects and verifies that financial actions and audit procedures are done in accordance with the declared guidelines and within the framework of the general rules of the budget.
The State also works to involve the Qatari citizen in the process of decision making and establish the democratic practice by holding free elections in 29 constituencies to form the Central Municipal Council.
