 Council of Ministers 

His Highness the Emir appoints the prime minister and ministers, accepts their resignations and relieves them from their posts by Emiri Decrees. He may entrust the tasks of one ministry or more to a minister or the Prime Minister in accordance with the Emiri Decree designating the appointment. The cabinet is formed by an Emiri Decree based on the proposal of the Prime Minister. The responsibilities and authorities of the ministers and government departments are specified according to the law.

The Prime Minister chairs the sessions and discussions of the Council of Ministers and supervises work coordination between different ministries with a view to achieving the unity and integration among all government organs .The Prime Minister signs, on behalf of the Council of Ministers, the resolutions issued by the Council.

According to the provisions of this constitution, the Prime Minister submits to the Emir, for ratification and issuance, the resolutions taken by the Council of Ministers and pertaining to matters to be decided by Emiri Decrees.

The Council of Ministers, being the supreme executive authority in the country, is mandated to monitor all the internal and external affairs within its jurisdiction in accordance with the provisions of the constitution and the law.

The council is particularly entrusted with the following tasks:

1- To propose draft laws and decrees which are referred to the Advisory Council (Majilis Al Shura) to be discussed before being submitted to H.H. the Emir for ratification and issuance in accordance with the provisions of the constitution.
2- To endorse resolutions and regulations prepared by ministries within their individual areas of jurisdiction.
3- To supervise the implementation of laws, decrees, resolutions, regulations and court judgements.
4- To create and organize government organs and public institutions in accordance with the law.
5- To monitor state financial and administrative systems.
6- To recruit and dismiss government employees where such action does not encroach the jurisdiction of H.H. the Emir and individual ministers.
7- To supervise the performance of civil service and civil servants.
8- To create the systems required to uphold internal security and public order.
9- To monitor the State finances and prepare the state draft budget.
10- To endorse economic projects and the means of implementation thereof.
11- To supervise the protection of state interests abroad, including international relations and foreign policy, in accordance with the law.
12- To prepare, at the beginning of each fiscal year, a detailed report on the most outstanding achievements accomplished at the internal and external levels, together with a plan defining the optimal means of achieving the comprehensive goals of development, bringing about the conditions leading to progress and prosperity and enhancing security and order in accordance with the fundamental principles governing the policy of the State as stipulated by its constitution. The report shall be submitted to H.H. the Emir for ratification.
13- To perform any other duties provided for in the constitution or the law.
