I am honored to welcome you in this important symposium which represents a prelude for the beginning of work to form and implement the national strategy and to outline the role of the government in this effort. Qatar's achievement has recently won a worldwide admiration and praise from the international economic and development circles for its outstanding success to achieve a qualitative economic, social and cultural transformation in less than two decades ? a feat which took several decades to achieve in other countries. Thanks to Qatar's abundant oil and gas resources and the wisdom and insight of the Qatari leadership which were vital in securing the required financial resources and requirements to develop an energetic economy and upgrade the competence of human resources. In spite of these positive developments the government acknowledges the need to augment the cooperation and coordination among all ministries and government establishments and departments in all development efforts. It started to work hard in the past few months to formulate strategies, plans and programs for various sectors. H.H. the Emir has issued a decision to restructure the executive apparatus in order to enhance the efficiency of government administration and upgrade government services. As you know, the General Secretariat For Development Planning was established in 2006 by an Emiri decision with the aim of creating a supreme authority to be in charge of coordinating development strategies and plans of various sectors. As a first step Qatar National Vision 2030 program was formulated and endorsed by H.H. the Emir. This vision, as you have heard, specifies the goals which we are seeking to achieve for the Qatari society and the roadmap for reaching the desired human, social, economic and environmental goals. The vision, foremost, reflects the aspirations and culture of the Qatari people. The realization of the goals of Qatar Vision is a collective responsibility, encouraged and guided by the state and engaged by the private sector, the civil society and the intelligencia. The government is going to enhance the partnership between all sectors within the framework of the general economic and social policies with the aim of creating a more developed and more prosperous Qatari society. In order for these goals to be achieved the plans of various sectors should be compatible with the national strategy; and this is where cooperation and coordination with the General Secretariat For Development Planning become essential. Launching Qatar Vision 2030 in this symposium paves the way to prepare our national strategy that embodies the practical contents of this vision, and is considered a general framework and a catalyst for the outputs of the sustainable development process on which we count to reach our long-term goals. Furthermore, this strategy will support the development the country's capabilities in the field of planning, public administration and good governance and in outlining and implementing the policies. Besides, it will depend on viable evaluation, supervision and accountability mechanisms. Here, I would also like to point out that we at all levels are strongly committed to planning and implementing the national strategy. We are also very keen that all ministries and government departments pledge their effective contribution in the development of these two vital stages. Qatar Vision 2030 is from you and for you. Therefore I wholeheartedly urge you to exert every effort to meet your responsibilities towards it, work together to reach its goals and develop the national strategy originating from it.
