H.E. Sheikh Hamad bin Jassem bin Jabr Al Thani , the Premier and Foreign Minister has affirmed that the GCC member States have no information about Iran's Nuclear Programme except the one made available by the international atomic energy agency (IAEA) and Iran itself to the effect that programme is a peaceful programme.
we wish it be so, said H.E. Sheikh Hamad bin Jassem bin Jabr Al Thani when addressing a press conference here today jointly with the GCC Secretary General H.E. Abdulrahman bin Hamad Al Attiyah at the conclusion of the 28th GCC Supreme Council Summit in Doha .

H.E. the Premier and Foreign Minister Sheikh Hamad made clear that Iran has the right to have a peaceful programme noting that the GCC member states had sought and still seeking to remove any misunderstanding concerning such a programme via the diplomatic channels and the direct dialogue between the parties concerned of such a file or programme).
Replying to a question , H.E. Sheikh Hamad bin Jassem bin Jabor Al Thani , the Premier and Foreign Minister described as positive the proposals Iranian President Mahmoud Ahmadinejad offered to the inaugural session of the GCC summit yesterday.

The GCC summit communique issued in Doha earlier Tuesday reflected standds of the GCC member states vis-a-vis these proposals which would be considered to bring about a sort of practical rapprochement between the GCC member states and Iran in the aspects mentioned by president Ahmadinejad.

Considering Iran as a neighbouring country to the GCC members , H.E. Sheikh Hamad bin Jassim said it is important to remove all reasons of tension between them and stressed that the GCC members do not allow any tension with Tehran and in case of any misunderstanding in any topic, for example the UAE three islands , we and the United Arab Emirates are always acting to resolve such misunderstanding through dialogue, understanding and peaceful means.

Asked whether the GCC member states are ready to sign bilateral , unilateral or collective agreements with Iran, H.E. Sheikh Hamad bin Jassim said there are comprehensive and integrated economic agreements between the GCC members and noted that the basic regulations of the GCC stipulates the approval of the six members to adopt such steps for their economic interest.
Referring to the speech of HH the Emir sheikh Hamad bin Khalifa Al Thani at the opening session of the 28th GCC summit Yesterday , H.E. Sheikh Hamad bin Jassem said the speech included the desire for intensifying cooperation between the GCC member states. we are trying to develop these relations among ourselves ... we are not short of laws but what we need is to implement these laws, said H.E. the premier and Foreign Minister H.E. Sheikh Hamad bin Jassim bin Jabor Al Thani , the premier and Foreign Minister reaffirmed that the Iranian president has offered good and positive ideas and noted that the GCC policy depends on the need to have relations with iran., The State of Qatar is much interested in relations with Iran and highly appreciates the visit to Qatar by President Ahmadinejad and his attendence of the GCC summit , voicing conviction that such a visit falls within the context of good offices , good intentions and assurances between the gulf and iranian sides. H.E. sheikh Hamad bin Jassim bin Jabor Al Thani recalled what HH the Emir Sheikh Hamad bin Khalifa Al Thani said in his opening speech when he stressed the need that we have to judge mind and interests of the GCC members when dealing with Iran and the Iranians themselves have to act likewise with states extending hands of friendship and fraternity and this is wisdom in itself.
Answering a question on possible US worries if the GCC members conlcude any sort of security or economic alliances with Iran, H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani , the Premier and Foreign Minister said the GCC members have distinguished , sincere and close relations with the united states . this does not mean that these relations prevent us from establishing relations with Iran as long as Iran wants to extend its hand to us with sincerity and we in turn extend our hands to it as well, said H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani . The policy of the GCC members mainly depends on establishing good relations with all parties and it is rather essential to have good relations with Iran particularly as such would help reinstate peace and stability in the region.

In reply to a question on the UAE islands occupied by Iran , H.E. the Premier and Foreign Minister voiced hope such an issue be resolved via peaceful channels.

Regarding the Persian Gulf term used on part of the Iranian President in his opening address before the GCC summit, H.E. Sheikh Hamad said there are porblems on the Persian Gulf terminology. Yet there is a historical naming and the Iranians believe the tem is the Persian Gulf and we think that the term is the Arab Gulf and each party is adhering to his own viewpoint, he said . The issue is not the difference but the most important thing lies in the relationship between the two sides, said Sheikh Hamad bin Jassim bin Jabr Al Thani .
Regarding the dismantling of the GCC currency's peg to the US dollar, H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani , the Premier and Foreign Minister said the current policy is based on keeping such a peg to the dollar noting that the issue has been discussed at the summit .

H.E. Sheikh Hamad bin Jassem however referred to the absence of any decision to peg to a basket of currencies at present and made clear meantime that the GCC members are deeply concerned with the fluctuations and devalue of the US dollar.

Whether the declaration of the GCC common market a reaction to failure of the Arab common market, H,E, Sheikh Hamad said the GCC common market was established after long years of careful study on part of the GCC member States and denied it be a reaction to the failure of any other market.

H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani , the Premier and Foreign Minister said the GCC common market does not prohibit entering into partnerships or agreements with a neighbouring country or other countries, referring however to the talks and negotiations the GCC members hold with other groups such as the European Union and China concerning their free trade zone cooperation).
asked about the presence of the Custodian of the two holy Mosques King Abdullah bin Abdulaziz Al Saud of Saudi Arabia in the Doha 28th GCC summit , H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani , the Premier and Foreign Minister said the participation of the Saudi Monarch in the GCC summits is very important and underscored the historical relations binding Qatar and Saudi Arabia together and are proceeding well and positively. H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani reiterated that the Kingdom of Saudi Arabia is the backbone of the Cooperation Council for the Arab States of the Gulf (GCC) and it is important for relations between our countries to be good and based on cordiality , rapprochement and love. H.E the Premier and Foreign Minister said once again renewed that the Qatari-Saudi relations are deeply rooted in history and strong. A sort of misunderstanding has sometimes marred these relations but thanks to the wisdom of the leaderships of the two countries , such misunderstanding was radically tackled and remedied.
Elaborating H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani said our relations with the sisterly Saudi kingdom are not for the summit or tactic or seasonable ones but are the joint desire of the peoples and leaderships of the two countries to be excellent .
Asked whether the State of Qatar is ready to mediate between the United Arab Emirates and Iran concerning the UAE three islands , H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani , the Premier and Foreign Minister said such a topic does not need any mediation and the two sides.
H.E. Sheikh Hamad bin Jassem bin Jabor Al Thani further told reporters that the UAE and Iran are having constant discussions in this regard, referring meantime to the meeting held Yesterday (Monday) between the UAE president and the Iranian presidents on the sidelines of the summit and the visit President Ahmadinejad paid to the United Arab Emirates a few days back.
Referring to the proposal of HH the Emir for setting up a fund in Qatar to finance the new ideas or notions of the youth, H.E. the Premier and Foreign Minister voiced his conviction that setting up a Gulf fund for financing joint projects is of the significant matters which could strengthen the march of the GCC and hailed in this regard the tangible role of the Gulf Organisation for Industrial Consulting (GOIC) played in this field. What is more important is to remove all obstacles hindering the GCC citizens , H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani said noting that the id is not the obstacle but what is required is that each gulf national feels that he is working in his country according to the same privileges and conditions and urged the GCC members to reactivate such an issue to be a basis and not an exception.
About the reported Iranian intervention in the Iraqi or Lebanese (internal )affairs, H.E. Sheikh Hamad bin Jassim bin Jabr Al Thani , the Premier and Foreign Minister said that Iran is a State having its own interests and we may not agree with all of its policies but what is important is to take into account that we all live in the region and have interests and if there are any interferences, they shoud be positive and aiming at removing tension and establishing strong relations between the states of the region .For his part, H.E. the GCC Secretary General Abdulrahman bin Hamad Al Attiyah made clear when asked about the demographic disorder in the GCC member states because for the expatriate workforce, that such an issue is not new and has been considered at several GCC Summits noting that the GCC members are witnessing tremendous developmental and urban revival and are however in dire need to such workforce.Asked about the Annapolis International Peace Conference, Abdulrahman bin Hamad al Attiyah said the Doha GCC Summit expressed aspiration that conference would yield further outcomes that could help dismantle the (Israeli) settlements , the negotiations would cover the Syrian and Lebanese tracks, establish the independent Palestinian state with eastern Al Qudds as its capital living side by side with the Israeli state and that there should be an international follow up to execute the road map plan in full.
Regarding the joint projects between the GCC member States such as railways and power grid and others, H.E. the GCC Secretary General Abdulrahman bin Hamad Al Attiyah said a study is underway concerning the GCC railways project and the study is expected to be finalized in the end of 2008 and will be forwarded to the 29th GCC Summit due to open in Muscat, Oman next Year,2008.
As for the power grid, the GCC Secretary General Abdulrahman bin Hamad Al Attiyah said it goes into three stages to cover all the GCC member states and assured that great progress has been made so far in this respect and noted in this concern to the peaceful use project of the nuclear energy in the fields of power(eletricity) , water and scientific research which HH the Emir Sheikh Hamad bin Khalifa Al Thani has referred to in his opening speech at the Doha GCC summit.
Asked about the free trade zone agreement between the GCC members and China, Abdulrahman bin Hamad Al Attiyah said the two sides have achieved great strides in the field specially as regard to commodities and services and voiced hope that a tangible progress would be achieved by the end of this year.
