HE Sheikh Hamad Bin Jasem Bin Jabor Al-Thani, Prime Minister and Minister of Foreign Affairs described the meeting between King Abdulla Bin Abdel-Aziz, Custodian of the Two Holy Mosques, King of Saudi Arabia and Libyan President Muammar al-QAddhafi in the presence of Sheikh Hamad Bin Kalifa Al-Thani, Emir of Qatar as positive and stressed that it eliminated the obstacles that disrupted Arab relations. HE expressed during a joint press conference with Amro Musa, General Secretary of the Arab League following the conclusion of the Arab Summit at Sheraton, Doha profound thanks to the Custodian of the Two Holy Mosques for the initiative he launched at the Economic Summit held recently in Kuwait and pointed out that the Custodian of the Two Holy Mosques intended to open a new page in the Arab relations and bury the differences between Arab brethren.
HE stressed that the Summit Meeting was dominated by a sense of responsibility and promulgated positive resolutions and was marked by positive interaction. HE said "The Summit displayed a kind gesture towards the United Islands of Comoros, Somalia and Sudan." In this context, HE explained that the Summit took a decision to redress the deficit in Sudan with 8 million dollars monthly for a year and 3 millions monthly for Somalia for six months on condition of reconciliation and 2 million dollars a month for Comoros for a year." HE added "This support reflects Arab solidarity which we wish to continue."
HE Sheikh Hamad Bin Jasem Bin Jabor Al-Thani, Prime Minister and Minister of Foreign Affairs clarified that the disagreement with Egypt will be solved based on correct foundations that will foster Arab relations. In reply to a question regarding the disagreement with Egypt, HE said "Don't give so much attention to the disagreement with Egypt. Arab interest will overcome any other interest, God willing. The disagreement will be solved based on correct foundations that will foster Arab relations," HE added "We don't want to take all reconciliations so as not anger anyone, and they will be distributed to all in the Arab World and each one will take a reconciliation."
Regarding the demand to open borders and crossings and lifting the siege imposed on the Palestinians, HE said "Of course the Israelis committed a heinous crime in Gaza and killed the innocent, but before that there was a long-term siege imposed on the Palestinians and particularly Gaza, which is unfortunate and therefore, it is very important to move as Arabs not in the international organizations but by doing practical things to rescue them," HE explained "Money has been allocated but words need deeds. What I mean is how to deliver this money and this really needs thinking. The Israeli obstinacy aims to subjugate certain people to give in to its decisions and that is useless as I don't think that the Palestinians who were steadfast during the invasion will give in to any conditions in this unhuman way and that entails Arab action." HE went on to say "There is Arab action and indignation but things need action and we have hope that crossings will be opened to deliver what our brethren need as of food and drugs."
He stressed that Qatar pins much importance on its relations with Arab and friendly countries adding "We respect all countries including Egypt as it is our big sister country which we respect and appreciate." HE pointed out "There might be differences in views that should be settled in a brotherly manner but it is important to have multiple views in the Arab World in order to lead to the right thinking. We should not adhere to our views but to the principles of Arab cooperation and the correct Arab stance." HE expressed hope that the positive atmosphere that prevailed during the Arab Summit will lead to this thinking.
In reply to a question whether HE had met Mufid Shehab, Head of the Egyptian delegation, HE answered "I met him and welcomed him," In a relevant context, HE said "We consider media to be free and we have no problem with it and we, in Qatar, don't build our policies on media rather on honest and direct relations with any country and this also applies to Egypt."
Asked whether Arab divisions will affect crucial issues in the region and especially the Palestinian case, HE stressed the importance of Palestinian agreement among themselves adding that any action won't be fruitful as Israel is taking advantage of the Palestinian disagreement. HE explained that the Palestinian division has created two Arab views to solve the Palestinian case but as the Palestinian division hinders the peace process so does Arab division regarding how to tackle the situation. HE compared the situation to a patient in an operation room surrounded by people in disagreement on how to cure him.
HE renewed emphasis on the importance of Palestinian consensus followed by comprehensive Arab consensus adding "We should not wish or contemplate things that may or may not happen." HE drew attention to the fact that after Madrid conference, Arab hope sometimes went up and sometimes down. In this context, HE called for having an Arab stand regardless of what changes happen in the Israeli governments. HE elaborated "When a weak Israeli government takes over authority we say that it is weak and can not extend a hand of peace and when a strong one assumes power we say that it is a hawks government which does not believe in peace." HE reminded that a number of promises were made to establish two states: Palestinian and Israeli ones and set a date for that then promises were broken on the pretext that the circumstances were unsuitable in Israel without considering the Arab and the Palestinians stance.
HE Sheikh Hamad Bin Jasem Bin Jabor Al-Thani, Prime Minister and Minister of Foreign Affairs stressed the importance that one party know that the other party is serious and cannot wait for a long time and that does not mean that "We are a steadfastness and confrontation front." HE rejected the term in this context. HE continued to say "We are talking about a reality and an existing case which we don't want it to die and be dissected every day." HE pointed out that every day they are building new settlements and every day they are taking part of Jerusalem and deal with the situation as fait accompli. HE clarified that the dialogue during the Summit Meeting in Doha was responsible and positive and included setting a work plan and "the talk goes on in this direction," added HE.
Responding to a demand that Qatar host an Iraqi reconciliation among sectarian parties, HE said "We welcome any view in which we can achieve something and this pleases us in Qatar." HE explained that Arab leaders signed a document stating how to deal with Arab disagreements and pointed that each Arab leader personally signed the document in the closed session. HE described the document as important and complement the Pledge Declaration signed in Tunisia. HE said that Doha Summit promulgated material, moral and political resolutions and that the material resolutions are intended to help the countries in real need for help adding "This is our duty." HE stressed that there is development and what is more important is the continuation of this development so that there won't be "Ups and downs in morale" added HE.
Regarding the attendance of the UN Secretary general, Ban Ki-moon of the Summit Meeting, HE said that Ki-moon was a guest at this Summit.
