Sharm el-Sheikh /(QNA) 10 May 2012/ The State of Qatar has called upon the Non-Aligned Movement (NAM) member states which have yet to recognize Palestine as an independent state, to do so and urge the continuity of the NAM to support the Palestinian quest for full membership of the United Nations. The State of Qatar referred to fact that if the international community is unanimous in that the ultimate solution comprehensive, just and sustainable for the Palestinian cause is a two-state solution, the recognition of the State of Palestine an independent state on the basis of the borders of June 1967 would contribute to reach that solution. This came in a speech delivered by HE Ambassador Saif bin Buainain , the head of Qatar's delegation to the Ministerial Meeting of Coordinating Bureau of the Non-Aligned Movement(NAM) which began in the egyptian red sea resoert of Sharm el-Sheikh earlier Wednesday. The State of Qatar also urged in this regard the international community to emphasize the lack of legitimacy and legality of Israeli settlements in the occupied Palestinian territory in violation of international law and UN resolutions and the Fourth Geneva Convention, and to express their rejection of any Israeli attempts to implement unilateral measures, create new facts on the ground, and make more efforts to stop the settlement activities, and implementation of relevant international resolutions, especially the Security Council resolutions 465 of 1980) and 497 of 1981, which affirm the illegality of the settlements, and call for the dismantling of existing settlements. It also demanded the international community to download Israel fully responsible for the faltering peace process and continue settlement, despite the clear international consensus on the illegality and legal settlements, and the grave harm posed by the continuing settlement chances of achieving peace and a two-state solution. While referring to the role of the State of Qatar towards the question of Palestine, which is the central issue in the Middle East, HE Ambassador Buainain stated that this role is to support the Palestinian people's right to obtain their legitimate and inalienable rights, with their right to self-determination and establish their independent state on their national soil , with its East Jerusalem as its capital , to the fore. HE Ambassador Buainain also underlined his country's continued support for the Middle East peace process , its presiding over the ministerial committee of the Arab Peace Initiative, and its hosting of several events in support of the Palestinian people, the most recent International Conference for the Defense of Jerusalem, which was held in Doha last February, at the initiative of HH the emir Sheikh Hamad bin Khalifa Al Thani.
In this context, HE Ambassador Saif bin Buainain , the head of Qatar's delegation to the Ministerial Meeting of Coordinating Bureau of the Non-Aligned Movement(NAM) pointed out to the stress HH the Emir made to the effect that Al Quds, "Jerusalem'', will remain an Arab, Islamic and Christian city with its mosques and churches," and that "the Israelis do not realize that there is no Palestinian state without Al Quds and no Al Quds without Al Aqsa " HE the Qatari Ambassador Al-Buainain also confirm that the International Conference for the Defense of Jerusalem on the need to express the international community's rejection of attempts to Judaizing the city, because they violate Israel's obligations under international law and resolutions of relevant United Nations and undermine the foundations of a peaceful solution to the Palestinian issue and Arab-Israeli conflict. On the issue of prisoners and Palestinian and Arab detainees in Israeli jails, Buainain expressed the complete solidarity of the State of Qatar fully with them, and invite the international community to assert that Israel's detention of these prisoners constitute a flagrant violation of all principles and laws, human and international, and a flagrant violation of international law and international humanitarian law and the Geneva Conventions, . The qatari seniort official also held Israel fully responsible for the lives of all prisoners and detainees. Within the same context, he said the State of Qatar urged to download the responsibility of the international community on this issue, and in accordance with international law, and to enable international humanitarian organizations, particularly the International Red Cross to carry out humanitarian duties in accordance with the Geneva Conventions.
HE Ambassador Saif bin Buainain , said that Qatar condemns the Syrian authorities for using the killing machine, torture and violence against the Syrian people, and that it demands the Syrian government to stop these acts, protect civilians, and guarantee the freedom to stage peaceful demonstrations to achieve the people's demands of reform and change. He reiterated Qatar's full support for the mission of UN-Arab League special joint envoy Kofi Annan in accordance with a specified time frame. "We demand that the Syrian government fully, comprehensively and immediately implement [Annan's] plan and its obligations under Security Council Resolution 2042 (2012) and its six points," Al-Buainain said. The Qatari official called for a quick deployment of UN observers under the Security Council resolution, and asked the Syrian government to facilitate their movement and allow them to access the various locations at the time they specify, and not to impose conditions or justifications to obstruct their work. He also called on the Syrian regime to ensure access of humanitarian aids to the needy areas without hindrance or delay, and demanded the government's full cooperation with the UN and humanitarian organizations to achieve this goal. HE Al-Buainain added stressed that the Security Council must review the whole situation if the Syrian government continues failing to promptly and fully respect its obligations. "The Syrian government] is negotiating and killing its people at the same time," he said.
Regarding Qatar's contributions to the Non-Aligned Movement, HE Al-Buainain explained that the most prominent of which is hosting the movement's third ministerial meeting on the Advancement of Women, held in Doha on February 13-14, where Doha Declaration and Programme Action was adopted. He explained the main nine points in the declaration that centered on protecting women against wars and diseases, granting them political and economic rights, giving them a better access to education and employment, enforcing laws enacted for the protection of women from domestic violence, increasing their capacity and achieving gender equality in addition to eliminating all forms of discrimination against them, adopting measures to strengthen the role of women in political life, decision-making and in the field of information technology. Referring to the issue of mediation to resolve disputes, HE HE Ambassador Saif bin Buainain , the head of Qatar's delegation to the Ministerial Meeting of Coordinating Bureau of the Non-Aligned Movement(NAM) , highlighted Qatar's role in the region based on neutrality and objectivity. He stressed that Qatar has no agenda or special interest when mediating in any conflict, and that it only stems out of its pure and honest keenness for justice and peace to prevail. The Qatari official referred to the issue of climate change and its serious implications and noted that Qatar is interested in enhancing international efforts to address it both through mitigation or adaptation. In this regard, he confirmed Qatar's stance with respect to natural gas as clean energy in that mitigates climate change effects. He also expressed support for clean and sustainable energy initiatives. "We will endeavor to consolidate the international position to address [climate change], especially when we host the 18th Conference of Parties to the United Nations Framework Convention on Climate Change (COP18) in November," said Al-Buainain in conclusion.
