New York/(QNA)/20 May 2012/ The State of Qatar confirmed that it worked to create legislative and institutional environment necessary to attract investment and laid foundations for cooperation in various fields with all countries. In a statement delivered before the United Nations General Assembly High-level Meeting on the Economic and Financial Situation for the year 2012, HE the Minister of State for Foreign Affairs Dr. Khalid bin Mohamed Al-Attiyah said the State of Qatar prepared its National Vision 2030 and its national strategy for the period from 2011 to 2016, which included all key elements for achieving sustainable development. Dr. Al-Attiyah explained that the State of Qatar managed to face the global economic crisis through the adoption of effective policies and taking swift measures that enabled it to contain its effects and continued the implementation of the development strategy which based on human, social, environmental and economic development , and paying a special attention to economic diversification in order to achieve sustainable development. HE the Minister of State for Foreign Affairs said international and regional specialized reports showed that the State of Qatar has achieved the highest growth rate in the region, adding that due to this rapid growth the rate of inflation at the end of 2011 did not exceed 1.9%. In addition, the state is expected to achieve the Millennium's Development Goals before 2015, Dr. Al-Attiyah said. In the high-level meeting called by the UN General Assembly and attended by a number of heads of states and foreign ministers as well as economic affairs ministers and experts, HE Al-Attiyah reviewed the global economic situation since the outbreak of the global economic crisis in 2008 which revealed shortcomings in the development of the necessary systems, mechanisms, policies, concepts and patterns of development. He added the crisis has its negative repercussions on the fate of human development saying this crisis doubled the challenges faced by developing countries and the least developed countries and reduced their ability to achieve the Millennium Development Goals set for 2015." Dr. Al-Attiyah called for collective work to create an international environment of sustainable development characterized by justice, cooperation and mutual benefit, stressing the importance of this significant element to create for all countries success in seizing opportunities and in facing challenges posed by increasing globalization. He appealed to developed countries to fulfill their international obligations and pay more attention to the interests of developing countries inviting them to take concrete steps on debt relief and not to link development aid with conditions. He also urged developing countries to work to improve their capacities in the areas of human resources, development, scientific and technological development and capacity development. Al-Attiyah pointing to the need of developing countries to promote investments by creating an appropriate legislative and institutional environment, stressing the need to strengthen the private sector and to enhance public-private sector partnership
