The Human Rights Office performs the following functions:

1-To provide opinions and consultancy on human rights-related issues referred to it.
2-To give opinions on drafts of international conventions relating to human rights to which the State of Qatar is willing to be a signatory, in coordination with the Legal Affairs Department at MOFA and other competent institutions in the State.
3-To participate, in cooperation with the Legal Affairs Department at MOFA, in preparing reports on human rights prepared in accordance with international conventions and submit them to the international monitoring organizations concerned.
4-Preparation of studies, research and reports pertaining to human rights in collaboration of the competent authorities in the State.
5-To prepare appropriate replies to reports international organizations and NGOs on human rights status in the State of Qatar, in coordination with competent institutions, and send them to such organizations.
6-To prepare appropriate replies to reports by foreign governments on human rights status in the State of Qatar, in coordination with competent institutions, and send them to such organizations.
7-To provide Qatari diplomatic and consular missions abroad with developments relating to human rights in the State of Qatar.
8-To follow up issues relating to human rights at national and international levels and monitor meetings and activities undertaken by regional and international organizations relating to human rights and involve competent institutions at MOFA and elsewhere in such functions.
9-To refer complaints relating to human rights violations from abroad to competent institutions and follow them up.
10-To draw up plans and proposals needed to make use of consultancy and technical assistance services extended by international human rights organizations.
11-To represent MOFA at human rights institutions set up by the State of Qatar.
